I am not sure about Win98, but Win95 needed to be on the C drive to boot. NT
and Win2k don't care. You might consider swapping the two.

When I boot, I get the Win2000 generated O/S Menu but when I pick Win98, the
PC reboots for some reason....Win2000 boots fine.
