Actually there are programs that do that, Joe.
I use WinCheckIt from Touchstone Software. It has a nifty little
tool called "TuneUp.exe" which does exactly what you asked.
I'm sure there are several other vendors with similar applications
out there somewhere.
And your analogy to a hard disk with clusters marked as used but
not part of a file is a very good way to visualize a memory leak.
