That is where I believe your problem is. You have enough disk space
for the completed installation but not enough to run the install
program. The install shield program needs some disk space to run,
the uncompression routines need temp storage space, and the Win95 swap
file has probably also grabbed some of that tiny 30-40 meg you thought
you had left.
Try doing a compact installation and then go back and start adding in
the extra goodies a little at a time.
