This is not entirely correct. You can use a CD-RW disk to create ISO
volumes just like a CD-R, using Nero or any other CD-R authoring program.
However it must be erased first. New media typically come erased from the
manufacturer. You can usually erase media previously written to with the
same application you wrote it (eg Nero).
You only need to format it if you want to use it with a packet writing
(UDF) driver like InCD.
