It is still there... Search your Windows CD for "help".  On my Win98 CD
it is in the \tools\oldmsdos directory.  You will need three files:
help.hlp , help.com and qbasic.exe.  Copy them into path directory, for
example C:\Windows\ .  Now you can type "help" in your DOS window, it
should work.
