The New Connection Wizard offers what you want. I set my start menu to
classic style, and it is under Settings, Network connections, New connection
Wizard. Choose "Connect to the Internet","Set up my connection manually",
then follow the instructions.

I am having a problem upgrading my computer from XP home to XP Professional.
I have a dial up connection and when I installed the upgrade all it offered
was a lan connection. I even tried the connection set up wizard. But it
wouldn't let me. So I had to unistall it.
