  There was a time when such packages had a market, but I think that time
has passed.  You could try opening a DOS window and typing

  ping -t www.yahoo.com

but that might not be enough to fool them.

  Generally, when an ISP implements a measure like this, it means either or
both of two things:

1.  People are staying on-line longer than was assumed in financing the
operation.

2.  There is a hard limit to the number of people who can be on at once, and
that number is being reached.

  Note that in the second case, you're not just running up their phone bill -
- you're keeping your neighbor from going online at all.
