I'm hoping it is a bad keyboard or something simple.
That key combination is a low level function of the OS (in Windows),
and before that the PS. (If ATX or newer.)

I'd look into ALL your power saving settings,
starting in the BIOS and working my way up.

I would worry about maybe being hacked or infected....
