without some more details like what exactly happens (error msg?)when you attempt a download and your web browser(IE/FIREFOX/SOME OTHER) and whether you use any "downloading software" like download accelerator etc;or you simply use windows default download window it will be difficult to suggest any remedy.

downloads are sometimes in the same site sometimes in different mirrors and other links or there may be a problem with the downloading software options(if you are using one of course).

so pl see if you can provide some more details.
