Have you checked your "Mouse" settings in Control Panel?

Is this an inconsistency in the way DIFFERENT programs work,
(that is perfectly normal, some are not written to have this function),
OR in the same program does the scroll come and go?
That is a "bad" (or going) "down 'wheel' "
