Make sure that there are not any TSR's (Terminate Stay Resident) programs.  To do this the best thing is to boot into safe mode to run scan disk and defrang.
While booting up press the f8 key once about each second and you should get a menu with an option to boot to safe mode.  Once in safe mode you can run scandisk and defrag just fine.

I'm using Windows 98 SE. Suddenly, Scan Disk & Defrag are not working. Scan Disk keeps on restarting 10 times with no result and Defrag will stay on for a half hour and never get beyond 0%. This just started after years of trouble-free service. Any ideas? Thanks.
