Make sure that there are not any TSR's (Terminate Stay Resident) programs. To do this the best thing is to boot into safe mode to run scan disk and defrang.
While booting up press the f8 key once about each second and you should get a menu with an option to boot to safe mode. Once in safe mode you can run scandisk and defrag just fine.
