The file URLMON.DLL is one of the files that MS has
updated because of a security flaw that makes you
vulnerable to a virus.
First scan your PC to make sure that you don't have a
virus (with updated virus signature files or at
http://housecall.trendmicro.com/ ).
Then go to:
http://support.microsoft.com/default.aspx?scid=KB;en-us;q244357
to see how to download and replace your URLMON.DLL file.

Could this be due to a program I am running, or a website
