You can select a bunch of files, right click and select "Properties", and
set all of their attributes the same. In Explorer, this won't normally
recurse through a directory structure, but you can use "Find" to list all of
the files with recursion, then seclect all and right-click and pick
"Properties". ["Find" can only deal with about 1000 files at a time, but
that might be enough.]
NT's Properties dialog has a "Security" tab that can apply your preferred
settings recursively.
