A quick and easy google search shows this to be part of a "push" advertising
software ,"Internet Billboard."
I'd imagine there is an uninstall routine somewhere.
In general, if I wanted to "save" a dll file for any reason, I'd create a
directory for the purpose.
You might want to try "CLEAN SYSTEM DIRECTORY", a freeware prgram that
detects and removes uinnecessary dlls.

found this .dll in my Windows folder and I was wondering how do I find
out if any program on my computer that is using this file. Would it be all
right to move it to the Recycle Bin and leave it there for a week?
