As far as I know, or can tell, Foxit Reader is great - small and fast, but I don't think it provides text extraction.
If you want to clip and paste an IMAGE of the text into a document (or save it as a jpg), you can do so with free MWSnap, which will allow you to draw a rectangle around ANYTHING on your screen and save it as an image file (jpg, png, bmp, etc.) and/or clip it to the Windows clipboard for pasting into a document.
