I intentially remove the Network Neighborhood Icon from the computers in my
classrooms to avoid students sharing files. I use the Microsoft Program
poledit.exe, which is on the 95 CD and also on the same area as the
Powertoys on the microsoft page.
Under Local User, Shell, Restrictions there is a check box for Remove
Network Neighborhood. This will update the registry for you.
The registry entries in mine with the Network Neighborhood turned off are:

You can also use the regedit.exe program to delete the registry key.
I also belive that TweakUI will allow you to control what system ICONS
appear on the desktop.
WARNING: Whenever you use either poledit or regedit make a copy of the two
files
c:\windows\system.dat
c:\windows\user.dat
and have a bootable diskette handy. If the registry gets mucked up by
mistake being able to restore the orignal is much better than re installing
Windows.
