Seeing as how ATX MBs never really shut down unless you pull the plug it
relatively easy to have wake on features.
These are usually controlled in the BIOS.  Look at your MB manual. Or just
pull the plug?

Subject: [PCSOFT] Computer boots whenever modem rings.

The problem is more annoying than anything else. When my wife shuts down her
computer (not hibernate) it will auto boot itself when ever the modem is
left on. The modem is external and not easy to just turn off. Is there a
setting somewhere that can be changed to prevent this from happening.
