There's a website that has 70 something free tools available for download:

One tool is "HTMLAsText", which "converts HTML documents to simple text 
files,
by removing all HTML tags and formatting the text according to your 
preferences."
Instructions for its use are at

You can download HTMLAsText itself by clicking on
<http://www.nirsoft.net/utils/htmlastext.zip>.

So save the webpage using your browser (as an HTM or HTML page) and 
then run
"HTMLAsText" on the saved webpage.

Of course you could instead save the webpage as text only by using Internet
Explorers menu system. If you're viewing a webpage, click "File" (in 
the menu
bar at the top left of Internet Explorer's window) and choose "Save As" 
from
the menu that appears. In the next menu, click the little triangular dot to
open all the choices for "Save as type". Scroll to and choose
"Text File (*.txt)" and click "Save".
