There is a wonderful little application called:
  GIF Constuction Set for Windows

You can download it at:
 http://www.mindworkshop.com/alchemy/alchemy1.html#software

This is a simple little application that will allow you to fix any
animated GIF file or build your own.

They have numerous ingenious little applications on this site.
