My boss, trying to follow my directions to setup a proxy server from his HOME
system (Win98SE, cable modem: Charter Pipeline), found that the complete menu
bar shows initially but then the menu bar "flashes" and "Tools" disappears! 
Needless to say, he is unable to change any IE options.

Any ideas on how to correct this?  I am **assuming** that the cable modem
installer "updated" the original IE---is this likely?

No "children-monitoring" software is installed.
