I've Startup Cop, but for controlling TSR startup programs, I also like
StartMan. See:

Another program I used in the past was OptiX (don't have a current link),
and not sure it's freeware any more. Certainly when running my home 98SE
machine, I want something to control programs running at startup rather than
using MSConfig.
