IP addresses may be dynamic or static. If statically configured, I'd
expect the address to be stored in the registry; if dynamic, it's
probably in memory associated with one of the services that implements
the network "stack".
If your network uses private addresses, there must be a router
somewhere that translates them to one or more public addresses, and
www.whatismyip.com will show you the public address your machine is
being translated to. Note that depending on how things are configured,
your entire local network may be translated to that same address....

IP addresses are dynamic, and I don't know that XP actually has a file
for them. You could try looking for a router log, but it's easy enough
to find using ipconfig.
Open a command prompt, type ipconfig.
You could also try www.whatismyip.com if you're behind a router and
want your 'real" address.
