Frederick,

The program that runs is c:\Windows\System32\Taskmgr.exe. It should
theoretically be possible to change the permissions on this file to deny
read and execute permission for all users except Administrator, or perhaps
some user account you create specifically for this purpose. In order to run
it, you would hold down the shift key and right click on
c:\Windows\System32\Taskmgr.exe in an explorer window and select "Run
as...", and then enter the credentials for Administrator or the special
user.
