If it really is a CDR (CD Recordable) then you cannot reformat it - it is
write-once-only. You can't physically delete the files but you can, if it's
packet-written e.g. with Adaptec DirectCD, erase them so they are not
visible. The space they use will not be freed up.

If it's a CD-RW (ReWritable) then you need a CD-RW drive and software such
as Adaptec DirectCD or Easy CD Creator.
