Open Windows/Winfile.exe and click File/Associate.  Type jpeg in the  box ,
browse to and select the .exe file for your  graphics viewer.  If you don't
have one, download IrfanView from any good freeware site, or get Google to
search for the home site.

It seems that whatever you have set to open jpeg's isn't correctly set.  Do
you have the same problem with jpg's (same thing) or any other graphic
files?  If not, use the same program, just reset the association in Winfile.
