If the size is important you can try PV - it is a DOS-based image
viewer, converter and effects applier, a mere 65k in size.
It is an old program, and I don't have an URL; moreover, the version
I've got is in German language. Nevertheless, the interface is quite
intuitive and the program was very useful in its time.
