This is controled by IE.
Open Internet Explorer, Tools/Internet Options/Programs.
Select Outlook for Email,Apply and close.

I just switched to Outlook from Outlook Express. Outlook is set as my
default mail handler and in Options, Outlook is named for email. Yet, each
time I click on a link to email someone whether I am in Outlook or Internet
Explorer, my OE comes up instead of Outlook. Where else do I need to change
the settings so the computer knows to open Outlook for replies -- NOT OE
