An obvious suggestion for a workaround:

Download some kind of free browser or ftp client in .zip form, not
exe., and maybe Netscape will let it through, or get some kind of
download client on CD or floppy, then use it to download and
reinstall NAV so that you can uninstall again.  At
http://www.softseek.com/Internet/FTP/FTP_Clients/D_4650_index.html
you can find links for downloading Ftp-Explorer, for example, in .zip
format.  I haven't tried it, but it's small and and I've been told
that it's free for non-corporate users.

Have you tried Symantec tech support?
