Check the following Microsoft Knowledge Base article:

Also, you may need to re-register the URL monitor. Sometimes you
have to spank it if it's not working. Click on Start | Run and enter:
"REGSVR32 URLMON.DLL" (sans quotes). You should then have a dialog telling
you that the procedure was completed. Next, fire up Internet Explorer and
Click Tools | Internet Options | Programs | then click the "Reset Web
Settings" button. Now, check to see if Web links work like they should in
your Outlook Express. With any luck, you'll have returned your system to
normal.

If the above doesn't solve the problem, Internet Explorer and Outlook
Express can be reinstalled but it can get complicated and be a hassle. The
best solution in that case is to restore your system to a known good state
via backup (which most people don't have).

I am running XP and use OE6 for email.....when I click on URL links in
messages they change color but do not transfer me to the site requested?
