You could try the following pointers....
A: I would see if the file still exists.
B: Not sure what IMCPL relates too, as I cannot see it on my system. If
you double click on it, then it should run that part file and show you
what it is. It could well be that this file belongs to an app that has
been deleted.
C: It looks like the file may be read only and or has corruption in some
way. Or
D: I suggest you rename it to *.old and install the file from another
machine.
