I am really stumped and baffled!

I went over to see a computer that belongs to my wife's friend.  It is a
Gateway 166 using Win 98 and IE 5.01.

The problem is the ISP connection.  She can connect to her ISP via the 56k
modem and surf the web all day long.  She can use her Outlook Express to
download and upload her mail.  No problems.

But, as soon as she clicks on a file to download, just as the download
dialog box starts to load, the modem hangs up and the computer
semi-freezes.  It pauses for a long time and then the disconnected dialog
box comes up for a reconnect.

What is different for a download that would make the modem disconnect when
it works fine for email and web browsing?  Any OS types out there that may
have a clue?
