I don't think this is possible.  The icons you see in Control Panel are
executable files with a CPL extension.  Windows searches the
Windows/System folder and puts any CPL files it finds in the Control
Panel window.

I'm not sure why you would want to do this.  Perhaps if you explained
why we could come up with another solution.
