When I had recent problem of computer failing to boot to Windows, with
cannot find himem.sys error, although himem.sys was present, I traced
problem to insufficiently tightened DIMM memory. Memory was locked in
slot, and showed up during DOS startup, which disguised where problem
was. I mention this to show himem.sys not found may be a hardware, not
software, problem.
