This is an Israeli site (.il), thus the Hebrew language.
I never download the language support files, but found that the Hebrew
pages display in Hebrew characters. Apparently, XP handles this
differently than '98.
You're not being re-directed. The install on demand feature is enabled,
and the character encoding is shown as Western 1252 (English) when I
open the page.
If you "View source" (just right-click the page) and look at the top
entries (Just after "Head") what is the "charset"?
Windows-1255 is Hebrew.
