Charles:
Did you extract the mobile_v_3.zip file with an unzipper such as WinZip?
Doing so should make the setup file appear in the directory. My guess is
that either you don't have an unzipper installed, or else you haven't
set the file associations, because these types of programs set
themselves up to automatically decompress any *.zip files that are
selected.
