Hi Paul...

   First off... goto Control Panel, double-click on Internet Options
   Click the Connections tab and make sure that Never Dial a Connection
radio button is selected.
   Then click the Programs tab and select which program you want to be the
default... then click the OK button at the bottom.
   Hope thats what your looking for.
