Choose 3. Safe Mode.
Sometimes if you turn the machine off before it finishes its shut-down or
if the machine crashes, windows will set so that you can boot into Safe
Mode the next time and fix the problem. Booting into Safe Mode and then
re-booting will then not ask about the option after that.
