Either someone has modified the Windows98 install program to remove
this option or something has modified your registry to remove it.  Getting
it back will not be easy and may include a complete format and reinstall.

However, that is not needed if you are uncomfortable with formatting
and reinstalling Wndows98.  You can enter MS Dos at Boot by pressing
the F8 key just after the Post phase, (where you see the memory test)
and as you begin to see "Starting Win98..."    This will give you a
menu of boot options.   Normally this does not appear, but by pressing
F8 it will stop the Boot Phase and give you options, choose the
COMMAND PROMPT.   Now, you are in MS Dos mode and you
can run your ScanReg.
