If memory serves, I believe msdos.sys is a hidden file.  If you are
running Win9x, set your display
to "show all files".  By itself this isn't enough.  If you want to add
the line you refer to, you need
to right-click on the file once you can see it, click on properties,
then uncheck the hidden, and,
possibly, read-only attributes.  Once you have added the line you want
and saved the file, you will
need to restore these attributes using the same procedure.

If Win9x is in 'DOS mode', you should be able to type attrib -h -r -s
c:\msdos.sys, then edit and save the file.  After which you would type
attrib +h +r +s c:\msdos.sys to complete the operation.
