Have you visited Windows update recently? Be sure you have all the IE
updates and crtitical updates.
Try clearing the browser cache. Tools/Internet Options/Temp Files
Have you tried Right-clicking the file and selecting "Save Target as"?
Send an example of a web site and file where this occurs.
