In addition to the smooth "drag-and-drop" procedure (to add
programs to the Quick Launch toolbar) recommended by Mr.
Meagher, you can also 'drill down' to the folder and create
shortcuts there.  The folder is located at
C:\Windows\Application Data\Microsoft\Internet
Explorer\Quick Launch.  I've occasionally found it easier
(particularly when creating a lot of shortcuts for the Quick
Launch bar) to create the shortcuts there since a.) I've set
my taskbar to Auto Hide and b.) the number of menu items
occasionally obscures the taskbar making dragging programs
from a menu difficult.

As usual, Win has several ways of accomplishing most tasks.
