It works for me (Windows 98 with FAT 32 on my multi-boot system).
There are all kinds of goodies that Microsoft didn't put on the Windows 98
CD that work just fine running under Windows 98. I believe Microsoft ERU
(Emergency Recovery Utility) was on the Windows 95 CD and is likely still
available for download directly from Microsoft.
Microsoft ERU (MS ERU) is freely available to download from the NOSPIN group

Are you sure that ERU backs up everything needed for Win98, even with fat32?
I couldn't find a copy of ERU on my Win98 CD-ROM, and assumed that MS left
it off because it wasn't sufficient, or wouldn't work with fat32.
