Here are a couple of things that you can try. From IE go to Tools/Internet
Options/Connections, make sure that "Never dial a connection is selected.
Also, if you are not using the dial-up modem anymore,  you can remove the
setup from your Dialup Networking. These might help you. I had the same
thing happen to me when I had my DSL, and it was because of a dialup program
that I had installed from one of those Free ISP sites, and I started getting
this message after I dumped it. I was told that it was a glitch in IE, and
eventually it stopped on it's own. If the above options don't help, you may
want to try upgrading to IE 5.01 or 5.5.
