TCP/IP may be corrupted. Try uninstalling TCP/IP, rebooting
and re-installing TCP/IP.
I also ran across a fairly bizarre case recently where I did the above
(and many other things). Finally (with the help of Microsoft) traced
it down to TCP/IP not being loaded. Found and corrected it by
going to System Information and running Automatic Skip Agent Driver
(Windows 98)
