Try doing this,

Click Start, then Run –>gpedit.msc
Look for User Configuration –> Administrative Templates –>  Windows
Components –> Windows Explorer
Enable and then Disable "Removes Folder Options menu from Tools menu"


Sorry but I don't have any XP Home in here.  gpedit is for group policy
