Are you trying to start the Windows Explorer?

You can start Windows Explorer by locating it in the Programs menu (Start -
Programs - ...). If you find that complicated you can make a shortcut to
Windows Explorer and place it anywhere you like (e.g. on the launch bar, on
your desktop, in the Start menu just above the Programs entry).

To answer your question, I do not know why OPEN and EXPLORE are both "grayed
out". However, personally I never use that function.
