Arthur, presumably the program's installed but will not run. If it is
installed (it's in the program list / on your desktop / you have a
short-cut to it), try this -

1.Right-click the program or the program shortcut, and then click "Properties".

2. Go to "Compatibility"

3. Select i.e. check the "Run this program in compatibility mode" check-box.

4. From the drop-down list, select which operating system the program runs
in comfortably (in your case, Windows 2000).

5. Click "Apply", and then try running the program.

Depending on what the program does, you MAY need to also change the display
settings and/or resolution.
