George,

We need a little more information.  If you can tell us how you know the mail
is not being sent, it will help us understand what the problem is.

Do you get an error message?  Does the mail stay in the outbox?  Do people
write to you and say they did not receive something?  What is happening that
alerts you to the fact that the mail is not being sent?
