While this is correct, it is not the full story.  Your friend's computer is
most likely infected with the Nimda virus.  See:

If your antivirus is not notifying you that the attachments are evil, nasty
things, you might want to get it updated.

What your friend is doing is sending you an actual email message as an
attachment (*.eml)

      A friend who works in a local office in my city keeps sending me
  these email attachments with the extension;
  .eml. Could someone please tell me what opens these files?  I use
  Netscape 4.78  with messenger and Internet Explorer 5.5 with Outlook
  Express. They both have failed to open them.
