Safe? Yes and no... Depends if you did it properly.
I would "open" both zip files and extract them both
to see if you can use the original file. Be sure to NOT
overwrite the original when extracting, just in case...
If you were using WinZip to do the work, there are
safeguards built in. There is also a Test function under "Actions"
that will let you test the accuracy of the process... (In RAM - it
will test and not write to disk...)
I tried what you did. My source file may be different enough to
change the results... I was able to get another 1% reduction in size.
If you got a lot more than that, you may have had the % of compression
set too low on the original zip file. Other than that, it might be easier and
safer in the future to make a disk spanning archive. That way there is
almost no size limit. I have "done" up to 15 or 20 floppy archives.
